I would imagine Roger would have been both Garp and Xebec's rival from his mid to late 20s, and throughout his 30s. Given his ambition, extensive travels and rivalry with another legendary pirate and a legendary marine, I could see him being at Yonko level, or even Pirate King level by 30~.
