I use the sneaking suit to steal the secure cargo. You have to turn the cameras away first, then go in the sewers and come up after 10pm. The sneaking suit allows you to see exactly where the cameras are (to avoid them). I also use just the shoes in any port heist when I need to open the gate while the guard is sleeping.
