I really do. But I have no tactical advice at all for this fight, since I have always hit it very straightforwardly. I always go back to the Velvet Room for a round of fusing every time I hit a new safe room in every palace when not playing NG+, and as a result, I have literally never had a challenge until the final boss. 2nd Turn: Member 2 uses the other from Member 1. 3rd Turn: Member 3 attacks the weakness of 1 enemy. Otherwise, use an elemental bomb to hit weaknesses. MAKE SURE TO ONLY TARGET 1 ENEMY. 4th Turn: Member 3 Baton Passes to a member that isn't Joker. Joker is level 45 and everyone else is level 44. I understand stand the importance of using the baton pass in this fight.

The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.

For the easiest time, we'd suggest bringing Haru, Makoto, and Morgana. Best Party For Okumura's Palace Not saying that it’s easy or anything. It’s the one fight that asks the player to use the OP batton pass and technicals properly (if player is not over leveled) Problem is there is no ramp up to it, game is baby ez up until that point, so the game did not develop most players to be able to figure out the challenge.
The last robot is level 43, so no your at a good level. One thing to remember is that the last robot's actually not that much of an hp sponge and he's not resistant to anything, so he himself is not too hard to take down.
