Of course EU4 is more difficult and completed because Vic3 is a completely new game. With 9k hours in eu4 and 500 in vic3 I can definitely say that eu4 is the more complex game with a higher skill ceiling, while the skill floor for eu4 is lower. The biggest (and sadly only) complexity of vic3 is the economy.

That said, the author is in favour of how EU4 represents the sort of "conquer or be conquered" logic of international relations in the period. A conversion of Vic3 to an EU4 setting would have to make sure it keeps the tight diplomacy and sense of threat of EU4.
