I think I recall needing to bring the follower into the farmhouse (not the bunkhouse) for the dialogue to appear. Also FYI you can't dismiss the person you choose as steward at first, but once you complete the Farmer's Life quest, you get the option to dismiss them (unlike the Hearthfire homes where they can never be dismissed).
