Yakuza’s perk deck can be summarized by 2 things, Armor regen time and sprint speed. These two factors alone are insignificant and don’t save much as far as points go and even mediocre decks like Hitman can manage to create unique builds with the few amount of points it saves with its respective perks.
Another option is the Repeater 1874 with a more concealable smg, as although it’s concealment is worse than some other snipers, the Repeater is the best 246 dmg sniper, aside from its scope. Yeah, that's not a Stoic/Sicario/Haker because I don't like this perks and I think they are too difficult for newbies (and I think only newbies don't have DL...yes. The only time it’s worse is when you forget how to kill enemies; if you actually use your gun it’s the best deck by a lot. It's way better than anarchist but stoic is better than leech. It's pretty much tied with Stoic as the most broken decks in the game (Altough Stoic is probably a little bit better).

For survivability. Most decks on DS don't even get to tank up to 10 hits. Armor has 2s and able to tank 2 Zeal hits (with or without health hits depending if the build is a Berserker build) and is considered to be a really good deck. Lion’s Roar + 5/7 weapons are in the name. Akimbo Kobus 90 + 5/7 this one is probably the hardest to play for getting into death sentence (less FAKs) but also you can solo entire assaults. The easiest one here is the ICTV one simply because it’s so hard to die, but you have to play a bit more cautiously because you’re not as fast.Stoic Build.
