Definately shouldn't be wet (sign of plug fouling). As for the filter.Petcock is clogged. OK, got tank cleaned out, carb rebuilt, and new fuel lines. Now it looks like the petcock is clogged up. I can put in to ON or RESERVE and cannot blow air through it so I'm guessing it's clogged. The only thing it show is two - - where the gear number is suppost to be until you shift into 4th gear then it shows the number 4 in the indicator spot. When gas continuously drains from the drain tube on the bottom of the carb when your gas is on...thats a stuck float.
