He was raised and educated in Powell. He married Kay D. Bayne on Sept. 29, 1967. He and Kay have resided in Douglas since 1989 in order to be closer to his family, whom he cherished. Joe Noel, a resident of Douglas, died March 9, 2009, at his home. He was born Aug. 12, 1955, in Kinsley, Kan., the son of Joseph Nicholas and Neta Mae (Kornmeyer) Noel. The family came to Douglas in 1968, where he finished his education. He graduated from Douglas High School in 1973.A memorial service will be held in Glenrock at a later time.
