Turn your Fusion’s engine on. Then, rock the car with your foot off the brake. Press the brake down when you have rocked uphill. You want to “catch” it with the brake at the right time. This will take pressure off of the parking lock. Apply light pressure to the shifter when doing this.

If you are positive that the gear shifter is not stuck in Park (see directly above), then it’s likely that the shift linkage may be bad. Something caused it to bend, or it’s starting to come loose. If it’s loose, the geometry won’t be right anymore, and it may keep your Ram stuck in Park.

Page 8W-31-7 of the shop manual (Transmission Control System) shows a Brake Transmission Shift Interlock Solenoid (BTSI) with two wires coming from the Electronic Shift Module (ESM). The two wires are the BTSI Control and the Ignition-Unlock-Run-Start wires.

If you are in a rush and go through the movements as described by Grayman5752 v ery quickly it would stay in "limbo" and show D on the shifter, but still be in neutral. On mine it would also prompt something on the dash cluster, like Vehicle not in park or something like that.
