A way around this could be by making the mutation limit dependent on the dino, allowing tribes who want to too breed higher e.g. raptors can get 40 mutations while rexes are limited to 20 mutations. I don't have the time to explain the exact details but I'm guessing you are trying this and instead altering player levels because you might not have known.
