You absolutely can change settlements anytime you want. You cannot (as of right now) have more than one settlement at the same time. Step 2: Log in and IF you're on your planet of choice already, DON'T fly into space, yet. Use a teleporter and teleport yourself to a station that's NOT in the system where your planet of choice is located in. Find a system with a good number of orbiting bodies and choose a good planet to search out a minor settlement with an A or S class cabinet (if the space station only has B or C class). 400 damage potential is out there, you'll just have to find a system that yeilds 400 damage potential. Strip it of all weapons, upgrade to S-Class and see if you've got a 383.3 or a 400. If you get a 383.3, reload your autosave and pick another system. I have 3 royals, all are 400's. Good luck, royals are quite common and easy to find.
