Yes. My level 35 dark elf dual wields swords and uses light armor and i have been having a blast for over 50 hours with this build. Just make sure to spend sufficient perks in the one-handed tree and light armor tree. I'll be honest, archery is ridiculously efficient if you are decent at sneaking.

Light armor is better on lower levels while heavy armor is better on higher levels. As both can easily hit the reduction cap with minimal work and enchants are shared, light armor beats heavy mechanically (less weight and less Stamina used to run)...but it's ultimately up to aesthetics (and light armor tends to look better, with a few exceptions).
