The journey steps seem to be bugged for a lot of people and definitely some mods seem to interfere with them registering. Seems you need to use the stone weapons you crafted in prior steps to get it to work, that’s how I fixed it myself since I tried using my own and it didn’t work. It seems to trigger as soon as you wear the mask during a sand storm, even if you wear it just for a second and only in the storm for a second. Use your sandstorm mask next time. That worked for me. I want to finish all exiles journeys, but its impossible to finish the mason journey. I can build or replace whatever I want, it didnt count for “Build or Upgrade a Building Piece”. I tried different materials or building pieces, all the same. No progress at the journey. Please fix it!
