The ones surrounding Louisville require a sledgehammer to be modified in any way, although there is a huge hole in the fence along the perimeter so maybe one day the fences will become breakable.

It took me 1.5 months as well, mostly searching sheds, garages, and two warehouses for a sledgehammer. Finally found one on my third warehouse. I play 100% vanilla, and their spawn rate seems to be down on 41.55. The worst part: I was searching so I could demolish the security door leading to the armoury in the police station.
