Basically we cracked safes and did strongholds picking up a kill streak to two while doing it, then went to loot going to buy stations to buy the remaining killstreaks. The problem was we were splitting up the killstreaks and we determined that only one person has to carry all six.

Update on this, I stopped keeping everything after a few games. I'm now leaning towards it being the stash amount. I'm at 13 now. And as long as I have 3 open spots at exfil I keep everything.
